In-house Engineering Consultant
All Hilltop Paving asphalt consulting is directed under David Gardner, our in-house engineer. David is a licensed Professional Engineer in the states of Pennsylvania, Ohio, West Virginia and New York with a B.S. in Civil Engineering from Penn State University.
With over 38 years of experience, which includes large scale projects for PennDOT and the Pennsylvania Turnpike, David has worked with all facets of road and highway construction. In addition, he served for five years as the Township Engineer for an Allegheny County municipality, where he was responsible for developing and implementing the annual roadway paving/repair programs while ensuring they remained within the traditionally tight budget constraints.
